4 Temporary 7 hours ago Full Job Description Duties As a TELECOMMUNICATIONS SPECIALIST, GS-0391-09, you will implement, integrate and maintain the organizational automation and brigade network infrastructure plans.
Provide detailed technical advice for decision planning related to tactical network management up and down the chain of command.
Serves as the organizational Information Assurance Security Officer (IASO).
Responsible for possessing and maintaining accreditation documentation on the various tactical automation systems.
May serve as tactical network administrator responsible for configuring hubs and switches, monitoring network performance and installing network software change packages/interim change packages (SCPs/ICPs).
Oversee the distribution of applications and upgrades ensuring compliance with regulations and copyright laws.
Implements standard operating procedures for network.
Provide input to the development of the signal annexes of the organizational operation plan (OPLAN) or operation order (OPORD).
Supervise operation of Communications Security (COMSEC) inventory control facility and manages COMSEC procurement activities and is the COMSEC Custodian for the facility.
Supervise functional personnel and is responsible for equipment assets.
Perform other duties as assigned.

Experience:
All series personnel must be certified at the next higher level before being eligible for that level.
Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience.
An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED
Experience:
24 months specialized experience and competency and/or training in tactical network systems (LAN/WAN), along with training and specialized experiences in performing work necessary to enable command, control, communications and computers (C4) functions in support of programs essential to organizational information management and daily operations, training, and readiness missions.
Knowledgeable in how to implement, integrate, and maintain the organizational automation and brigade network infrastructure plans.
Skilled in providing technical input to tactical infrastructure plans that support subordinate elements, to include headquarters staff elements and attached units.
Skilled in the task of weighing impacts of variables such as, differences in electronic and other equipment characteristics, equipment availability, and the types of communications required such as, voice, text, and/or data.
Knowledgeable of operating characteristics and interoperability requirements for a variety of specialized communications systems such as, office/tactical automation networks, satellite and video telecommunications, and digital networks.
Must have working knowledge of laws, regulations, procedures, guidelines, techniques; and, lessons learned for network security, management, and administration.
Skilled in preparing and presenting discussions, briefings, and presentations in regard to tactical networks or evaluating new and upgraded tactical software packages.
Has the abilities and experiences to serve as an organizational Information Assurance Security Officer (IASO).
Experienced in identifying the appropriate measures to maintain information assurance (network security and data protection) within the organization.
Understands and has some experiences in configuring hubs and switches, monitoring network performance and installing network software change packages/interim change packages (SCPs/ICPs).
Skilled in the development of the signal annexes of the organizational operation plan (OPLAN) or operation order (OPORD).
Has the ability to provide information and expertise in the area of signal and tactical automation relating to the support of Homeland Security/Homeland Defense to include the development of LAN diagrams, WAN gateway connections and specifications.
Specialized experiences included work with the Communications Security (COMSEC) inventory control facility and COMSEC procurement activities.
Education Army National Guard Enlisted Must have a high school diploma or a general education development (GED) diploma.
Army National Guard Officer Must provide accredited college transcripts that validate active enrollment in an undergraduate degree program with at least 90 verified semester credit hours in a specified program completed and passed.
Must provide certification from college/university of projected graduation, within 24 months, in the specific degree program.
Army National Guard Warrant Must have a high school diploma or general education development (GED) diploma.
Substitution of Education to qualify for this position is not available.
